I'm planning to get T-Mobile pre-paid and I saw Razors for like $30. Then I saw it should really be like $150, but with the mail-in rebate and "instant discount" it is $30. If I use the phone for pre-paid, can I still get the discount, or is it only for people with plans?

Not for prepaid, wireless carriers will never offer the same deals for prepaid, that they do for a 2 yr contract. Think about it, they are getting no guarantee, so why should they lose money on the phone to start if they have no guarantee you will stay.
